Philip S. Paul serves in the role of Venture Advisor for Pier 70 Ventures LLC. Mr. Paul is an industry veteran with more than 30 years of experience managing both venture capital funds and early-stage technology companies, having served on more than 30 venture capital-based boards of directors.

Mr. Paul is Chairman Emeritus and Founder of Top Tier Capital Partners, an investment firm that makes primary and secondary investments in venture capital. Prior to Top Tier Capital Partners, Mr. Paul was Chairman and CEO of Hillman Ventures, Inc., one of the most active private equity investors in the 1970’s and 80’s. During his tenure at Hillman Ventures, Mr. Paul was an early investor in several venture capital funds including New Enterprise Associates, Kleiner Perkins Caufield & Byers, TA Associates, U.S. Venture Partners, and Mohr Davidow Ventures. In 1991, Mr. Paul founded Paul Capital a private equity investment firm made up of fund of funds, secondary investments, and a healthcare direct investment business. The firm made one of the earliest transactions in the private equity secondary market acquiring 42 venture capital and leveraged buyout fund positions. Selected direct investments Mr. Paul has made throughout his career include Genentech, Pyxis, Tandem Computers, Teradata, Symantec, and Read-Rite. Collectively, the investment firms founded by Mr. Paul have raised and returned billions of dollars to investors.

Recognized as a true innovator and pioneer who helped make the VC industry in Silicon Valley what it is today, Mr. Paul is now providing the executive team at Pier 70 Ventures with strategic direction and connections to help accelerate the company’s efforts to help diverse founders and their leadership teams build billion dollar companies.

Mr. Paul received a Certificate in International Law from Columbia University’s Parker School of International Law. He holds a J.D. from the Southwestern University and an B.A. from Stanford University.
